Overview

Basic Chemicals, Cosmetics & Dyes Export Promotion Council popularly known as CHEMEXCIL is set up by the Ministry of Commerce & Industry Government of India in the year 1963 with the objective of promoting exports of the following items from India to various countries abroad.

These items have been grouped into IV separate Panels:

Important points to discuss

Q. How to obtain membership of the council?

Any legal entity who shall be engaged in the business of Export of Chemicals can become a member. The prospective members are required to apply on prescribed application form online or offline by paying membership fees in demand draft drawn in favour of "Chemexcil SBI A/c no -10996680736" payable at Mumbai.

Q. What is the time required to become the registered member of the Council?

After receiving the application with supporting documents, membership and Registration-cum-Membership Certificate will be issued within 5 days maximum.

Q. From where the membership application forms can be obtained?

The application can be made online from the link https://chemexcil.in/rcmc/login
Offline applications can be obtained from regional offices of Chemexcil.

Q. Is export performance required to become the member of the Council?

Exporters are having nil (Zero) export performance, can also enrol (become) as the member of the Council.

Q. Whether membership fee is at one time?

Entrance fees are to be paid one time and Membership fees to be paid every year which will be due on 1st April every year and to is paid by 30th June. 

Further, RCMC and membership are obtained separately. However, once membership fees are paid, then there are no other fees for RCMC.

Q. Whether membership and Registration-cum-Membership-Certificate are two different documents?

Yes, both are different documents. Membership is granted to an exporter as per Memorandum and Articles of Association of the Council. Registration-cum-Membership-Certificate (RCMC) is issued by the Council as per Foreign Trade Policy. Both are subject to requisite documents.

Q. Is it mandatory to have the membership to obtain Registration-cum-Membership-Certificate (RCMC)?

Yes, it is mandatory to obtain membership with the Council to obtain Registration-cum-Membership-Certificate (RCMC). It is renewed every year by payment of annual subscription fees.

Q. What are the documents required for application of RCMC?

  1. A self-attested copy of Importer Exporter Code (IEC) issued by DGFT office.
  2. If the applicant is
    • A partnership firm, the partnership deed will be required to be submitted along with the form.
    • A Private Limited, Public Limited firm, Corporation or Co-operative society a photocopy of the certificate of incorporation (Memorandum of Article of Association) and resolution regarding the signing authority has to be submitted.
  3. An Export House applies for membership; the copy of Export House Certificate is to be enclosed mandatory.
    As manufacturer exporter, it must furnish the certificate to this effect from District Industries Centre (DIC) or Small Scale Industries (SSI).

Q. Is it Mandatory to register with the Chemexcil for export of chemicals products?

It is mandatory to register with the Chemexcil for export of chemicals products only if the member would like to avail government incentives and assistance provided under Foreign Trade Policy drafted by DFGT.
